⚠️ UNESCO Global Forum against Racism and Discrimination is being held in Mexico on 28-29 November. ☝🏻 Russia 🇷🇺 has taken seriously such issues as combating racism, xenophobia, aggressive nationalism, neo-Nazism, as well as preserving historical memory and countering the falsification of history. ❌ Unfortunately, this approach is not shared by all countries. This year's vote on the resolution on combating the glorification of Nazism at the UNGA Third Committee was unprecedented in terms of attempts taken by the West to question the outcome of World War II as it is fixed in the UN Charter🇺🇳. The desire to falsify history and justify the crimes of Nazis, particularly by the former Axis powers 🇩🇪🇮🇹 🇯🇵, Germany, Italy and Japan, is a sacrilege against the memory of the victims of German Nazism, Italian Fascism and Japanese militarism. ✅ Certain countries opposed the adoption, however the resolution on combating the glorification of Nazism was approved by the UNGA Third Committee. We hope that UNESCO will play an active role in its implementation.

⚡️ Maria Zakharova: President Putin's Spokesperson Dmitry Peskov directs anyone who is interested in the reasons behind postponing the meeting of the Russia-US bilateral consultative commission on the Strategic Arms Reduction Treaty (START) to the Foreign Ministry for clarification. Let me clarify the matter. ☝️ Russia’s decision to postpone this session of the bilateral consultative commission (BCC), scheduled for November 29 - December 6 in Cairo, was taken at the political level with account for the extremely negative situation in Russian-US relations that was created by Washington and that continues to worsen. We note the high levels of toxicity and hostility across all areas from Washington. As part of an all-out hybrid war unleashed against us, almost every step the United States takes in relation to Russia is subjected to a pathological desire to harm our country wherever possible. This situation could not help but affect the sphere of arms control, which cannot be regarded as something independent or isolated from geopolitical realities. You have to follow a very strange logic to tell Russia about restraint, transparency and predictability in military matters while at the same time helping the Kiev regime kill our military and civilians in Russian regions, to provide it with increasingly destructive means of warfare and to send US instructors, advisers and mercenaries to Ukraine. With regard to the START Treaty itself, we also note that the United States is constantly attempting to “adjust,” in its favour, the balance it has established. This can be seen, in particular, in the completely illegitimate withdrawal by the American side of a significant portion of its strategic offensive arms under the treaty, which Washington has declared retrofitted, or which they have renamed to avoid subjecting them to the treaty’s definitions. We have worked with the Americans on this issue for a long time and even made some progress, but the issue remains unresolved. It was also clear from the remarks made by US officials that the US delegation was going to Cairo in order to push through the resumption of inspections, rather than to discuss “Russia’s concerns.” At the same time, they kept quiet about the fact that the crisis in the functioning of the START inspection mechanism broke down through the fault of the American side. Through its restrictive measures against Russia, Washington has created a situation where we no longer have the opportunity to exercise our inspection rights under the treaty. At the same time, the United States dismissed our well-founded objections straight away and demanded the immediate resumption of inspection activities on Russian territory. Russia continues to regard the START Treaty as an important tool for ensuring predictability and preventing an arms race. It continues to serve the interests of both parties. In particular, the uninterrupted functional arrangement for exchanging notifications on the status of strategic offensive arms between the parties plays a significant stabilising role. ❗️ We expect the United States to make an honest effort to create proper conditions for holding a BCC session in 2023 and returning to the full implementation of all START Treaty provisions.

🎙 Ambassador Gennady Gatilov at the IX Biological and Toxin Weapons Convention (BTWC) Review Conference: 📍 Geneva, November 28, 2022 Read in full 🔹 Russia has for a long time been openly expressing criticism and concern over military and biological activities carried out with the direct assistance and participation of the US military in laboratories outside the United States. 🔹 A stark example of the abovementioned actions was the disclosure of the facts of military and biological activities performed by the United States and Ukraine on Ukrainian territory in violation of the BTWC. 🔹 In view of the destructive line taken by the United States and its allies, Russia's complaint was not satisfied, and its proposal to conduct an international UNSC-sponsored investigation under Article VI of the BTWC was blocked. 🔹 Russia, like many other countries, notes the importance of improving the BTWC's Confidence-Building Measures, among other things, by including in the reporting form information on military and biological activities performed abroad by States Parties, in order to take outstanding questions about such activities off the table.

The Americans sought to achieve the opposite outcome and to make Ukraine “anti-Russia.” 🔹 Talk at the OSCE in the late 1990s about the need to build a security space, spanning the entire Eurasian continent from the Atlantic to the Pacific, turned out to be just that, empty talk. Behind these beautiful words, what the West really means was “either you’re with us or you’re with Russia.” 🔹 We are fighting neo-Nazis, rather than the people of Ukraine, and we have nothing against the latter. This nation is closely related to us, we are intertwined at the level of human destinies. 🔹 European leaders are emboldening the Ukrainian government and encouraging neo-Nazi acts. I operate on the premise that Europe is part of the processes that seek to revive neo-Nazism. 🔹 German Foreign Minister Annalena Baerbock made it clear that she is aware of German voters’ issues, but it is now “more important” to meet Ukraine's needs for military help. With a philosophy like that, Europe… Well, I wish it good luck.

#Opinion by Maria Zakharova 💬 The recently held UN Conference on Climate Change (COP27) in Egypt which went down in history for Venezuelan President Nicolas Maduro’s meetings with Emmanuel Macron and John Kerry highlighted another trend and in an unseemly light, too. It turns out (for the umpteenth time?) that, by and large, no one in the West cares about the climate. Take Sweden, for example. Throughout its most recent history, Stockholm has seen itself as a forerunner on the environmental front. As you may know, it was elected non-permanent member of the UN Security Council only after it gave a promise to the small countries that it would use every avenue to prevent the melting of glaciers, to cut CO2 emissions into the atmosphere and to stop the world ocean levels from rising. Swedish Minister for Climate and the Environment Romina Pourmokhtari stated right during the environmental forum in Egypt that Sweden would no longer engage in efforts to reduce CO2 emissions. On the contrary, the researchers are saying that two years from now the country’s carbon dioxide emissions will be up meaning that glaciers will continue to melt, ocean levels will rise, and island nations will remain at risk of floods. To reiterate, Sweden has made a U-turn on climate agenda matters. Speaking of forum priorities, in particular, the establishment of a Developing Countries Aid Fund (which hoped for Stockholm’s help four years ago), it turned out that Swedish taxpayers will not be funding it with their hard-earned crowns. After all, it is not about weapons for Ukraine, for which, according to the Kingdom’s elite, the Swedes are eager to pay out of their pockets. Western values are as fickle as the weather and change daily.

🗓 On November 28, the Islamic Republic of Mauritania celebrates Independence Day! On this day in 1960, #Mauritania achieved independence from France following a largely peaceful resistance to the colonial rule. It became a member of the United Nations in October 1961. After gaining freedom, Mauritania declared commitment to the policy of neutrality and supported the national liberation struggle of the peoples of Angola, Mozambique and Guinea-Bissau against the western colonisers. 🤝 The diplomatic relations between our country and the Islamic Republic of Mauritania were established on July 12, 1964, and bilateral cooperation has been steadily developing ever since. 🎆 We congratulate our Mauritanian friends and colleagues on their national holiday and wish them peace and prosperity! #RussiaMauritania #RussiaAfrica

We note that such actions violate the norms of the OSCE, the Rules of Procedure and decisions of its decision-making authorities, in particular, the decision of the 2002 OSCE Ministerial Council in Porto on the role of the Chairmanship-in-Office, which states that it must keep its actions consistent with stances agreed upon by all member states and take into account the full scope of member states’ opinions. We state that in infringing on the rights of the Russian delegation, 🇵🇱 the Polish Chairmanship-in-Office has failed to fulfil its obligations to the OSCE, currently the most representative pan-European organisation for security and cooperation. <...> ❗️ We express our disagreement with the decision by the OSCE Chairmanship-in-Office not to send an invitation to the Collective Security Treaty Organisation to participate in the OSCE Ministerial Council meeting, in violation of the long-standing practice. ◾️ Foreign Ministry Statement on the sudden death of Republic of Belarus Foreign Minister Vladimir Makei The leaders and staff of the Foreign Ministry of the Russian Federation feel deep sorrow over the sudden death of the Foreign Minister of the Republic of Belarus Vladimir Makei on November 26, 2022. An outstanding diplomat and statesman has passed away, a true patriot who dedicated his life to serving his Motherland and defending its interests in the international arena. Vladimir Makei was Russia’s sincere friend, who made an unparalleled contribution to bilateral cooperation, to the integrative construction of the Union State and to strengthening ties between the brotherly peoples of Russia and Belarus. Russian Foreign Minister Sergey Lavrov sent his colleague’s wife a message, conveying his condolences to all Vladimir Makei’s friends and family members. We will keep Vladimir Makei in our hearts forever as a magnanimous person with deep wisdom, a brilliant professional, fellow-diplomat and loyal comrade who won the affection and respect not only of his fellow-countrymen but also far and wide beyond Belarus. ❗️Russian Defence Ministry on the implementation of the US military and biological programmes in Ukraine Reminder: during the special military operation, it became known that the Pentagon's bioweapons programmes in Ukraine were being carried out in violation of Articles 1 and 4 of the Biological Weapons Convention (BWC). • An examination of papers discovered in Ukrainian biolaboratories provides evidence that biological weapons components were being produced in close proximity to Russian borders. • This is confirmed by the work contracts, approved registration cards, reporting documents of the Pentagon’s contractors: Black & Veatch, Metabiota, CH2M-HILL. • The nomenclature of pathogens that were studied in the framework of UP and TAP Ukrainian projects had nothing to do with the problems relevant to public health in Ukraine. Moreover, the main accent was made on the study of naturally focal and especially dangerous infections, which are regarded as potential biological weapons agents. For example, the objective of the TAP-2 project was to study actinobacillus mallei, cases of which have never been recorded in Ukraine. •The US DoD-controlled testing of infectious disease agents and poisonous chemicals on Ukrainian military personnel and the mentally ill, two of the most vulnerable groups of population, is of special concern. • We previously referenced a ruling of the Centre for Public Health of Ukraine's ethics committee, dated 12 June 2019, for conducting research with unknown hazards to participants' lives and health. Despite the fact that the research programme only includes standard blood sampling, the document requires reporting ‘...minor incidents involving volunteers to the US bioethics committee within 72 hours of the incident, and serious incidents, including subject death, within 24 hours of the incident’. ⚠️ Despite their evident military-biological focus, the US and Ukraine remain deliberately discreet regarding collaborative BWC reporting actions.

🎙 On the initiatives of the Russian Federation for the Ninth BTWC Review Conference. Briefing by Chief of Nuclear, Biological and Chemical Protection Troops Lieutenant General Igor Kirillov (November, 26, 2022). 💬 Despite their evident military-biological focus, the US and Ukraine remain deliberately discreet regarding collaborative BWC reporting actions. ❗️ In response to new challenges and dangers, the Russian Federation suggests the following: Firstly, to reopen discussions for a legally binding protocol to the BWC that contains lists of viruses, poisons, and specialised equipment, takes into account contemporary biological research and technology, and includes an effective verification system. Secondly, confidence-building methods should be supplemented with information about biological defence research and development outside of national boundaries, as well as animal vaccine production facilities. And finally, to establish a scientific advisory committee with broad geographical representation and equal rights for participants to evaluate advances in science and technology related to the Convention. 👉 The actual execution of our ideas will increase the openness of national biological programmes and the compliance of all States Parties with the provisions of the Convention. ⚠️ The Russian Federation has repeatedly pointed to evidence that the United States and its allies are conducting dual-use programs outside their national borders, including through the operation of bio-laboratories under their control and so-called shared-use laboratories funded by these States’ military departments or organisations affiliated with them. Many questions concerning the true goals of the Pentagon's research programs have so far gone unanswered. ⚡️ We want to return to them during the next Ninth Review Conference of the BWC States Parties.

🎙 Briefing by Chief of Nuclear, Biological and Chemical Protection Troops Lieutenant General Igor Kirillov (November, 26, 2022) Read in full The Ninth Review Conference of the Biological Weapons Convention (BWC) will take place in Geneva, Switzerland, from 28 November to 16 December 2022. ⚠️ The United States’ doctrinal documents continue to set aims for enhancing military biological capabilities. As part of the Strategy, the United States seeks to strengthen worldwide control over the global biological environment and reserves the right to perform «dual-use»research, including research conducted outside of national boundaries. Another strategic planning document is the updated Defense Threat Reduction Agency (DTRA) strategy through 2027, which explicitly acknowledges its dual role. It is to not only provide protection, but also combat support to military units. ⚡ The papers disclosed once again indicate Kiev–Washington cooperation, as well as attempts to create pathogen control in Ukrainian laboratories by installing the PACS system, portions of which were provided to Ukraine under the title «US government property». 🇺🇸 US research into the pathogenic properties of microorganisms is forcing US administration officials in charge of countering biological threats to reconsider their statements. 👉 The «Boston experiment» highlights the lack of government oversight of genetic engineering and synthetic biology research in the USA. 🇷🇺 On November 26, 2022, Ambassador of the Russian Federation to the Republic of Indonesia Lyudmila Vorobieva took part in the celebration ceremony honouring the 59th anniversary of the Hospital «Persahabatan» (eng. «Friendship»). 🏥 Established in 1963, it was one of the infrastructure objects built by Soviet engineers. Back then first Indonesian President Soekarno who attended its opening ceremony stated that this gift symbolized the Soviet people's heartfelt sympathy for Indonesia. 👆 During the today’s celebration Russian Ambassador emphasised that such joint projects are of vital importance for enhancing Russia-Indonesia cooperation in the future. 🔹Guests of the event also had a chance to enjoy the performance of the students from the Embassy’s school who were singing and dancing for a warmly welcoming audience. #RussiaIndonesia

🗓 #OTD 210 years ago, on November 26, 1812, the last major battle of the Patriotic War of 1812 between the Russian army and the retreating army of Napoleon began on the Berezina River (the right tributary of the Dnieper). The Russian commanders’ plan was to cut off the enemy’s retreat. The plan included launching a simultaneous and decisive offensive with all forces deployed on the flanks of the main Russian army in order to defeat the troops guarding Napoleon’s rear and cut off his retreat to the west. At the same time, the main Russian army group led by Field Marshal Mikhail Kutuzov was to pursue the Grande Armée of the Emperor of France Napoleon from the east. ⚔️ By the end of the three-day battle, Napoleon realised that his artillery and supply train were beyond saving. Less than half of the 85,000-90,000 men were eventually transported to the right bank of the Berezina. Russian troops surrounded the French General Louis Partouneaux’s division (some 4,000 men) in the vicinity of Borisov and forced them to surrender. In total, according to historians, the losses of the French army reached ~50,000 men, including those who drowned in the river, died in the stampede at the crossings, froze to death and were taken prisoner. The Battle of Berezina broke the Emperor of France. Less than two weeks after the battle ended, Napoleon abandoned his guard and fled to Paris. Only a few dozen thousands of the 500,000 strong army that invaded Russia in June 1812 managed to leave our country six months later. ❗️ It was after Berezina that the French realised the scale of their defeat in Russia. The elimination of what Napoleon once called his “grand” army shocked the people of France so deeply that the expression “C'est la Bérézina” (this is Berezina) became idiomatic in the French language to denoting a complete failure, collapse, or catastrophe. No less important were the impressions of the survivors, that radically changed how other Europeans perceived that war.
